Elm City Middle School will host a volleyball scrimmage on Saturday, September 6th, at the Elm City Middle School Gym. The scrimmage will start at 9:00am and finish at 1:00pm. All those who do not have their scrimmage hours are welcome to attend!

Booking Agents & Umpires:

We have had a couple of instances with games called due to weather and confusion over the “Suspended Game Rule”. The following is the adopted suspended game rule, mandatory in all regular season and state playoff games:

A game called for any reason, where a winner cannot be determined will be treated as a suspended game. If the game is to be completed it will be continued from the point of suspension, with the lineup and batting order of each team the same as the lineup and batting order at the moment of suspension, subject to the rules of the game. If more than 4 innings have been played and a winner can be determined, the game is over (including playoff games). After 5 innings, if the visiting team scores a tying or go ahead run in their top half of the inning and the home team does not have the opportunity to bat or complete its time at bat, the game is treated as a suspended game. If a game is called prior to the completion of a full inning after the fifth inning, the game becomes a suspended game in the following situation: the visiting team has scored one or more runs to tie the score or to take the lead, and the home team has not tied the score or retaken the lead. PLAY CASE – The sixth inning begins with the score H-6, V-5. Visitors score two runs in their half of the inning. Game is called because of rain with (a) two outs in the bottom of the sixth and the score H-6, V-7; or (b) following the completion of the home team’s at bat with the score H-6, V-7. RULING: In (a) the game is suspended and resumed on the next possible date at the point of interruption. In (b) the game is official, with the final score H-6, V-7. A suspended game does not count against the weekly limitations in the week in which it is completed.

This varies from straight NFHS rule code. Please note this for future assignments. Thank you.

Softball & Baseball Booking Agents:

It is time to request recommendations for the 2008 NCHSAA Baseball & Softball umpiring crews.  The following associations are assigned crews:

BASEBALL  (game sites will be NC State and Carolina Mudcats Staduim)

(4)        Capital Area Association

(4)        Mid-State Association (use ex-North State umpires)

 

SOFTBALL (all games at Walnut Creek Park)

When making assignments, please keep in mind physical shape and appearance of the umpires.  Also, all uniforms should be in excellent shape.  No shorts and t-shirts to the games, before or afterwards.  Collared shirts and business-casual dress is mandated.

Please have your recommendation in to me (copy Tra on your emails) by Tuesday, April 22.  We will be sending notification letters our by Monday, April 28.  Thank you.

The following is an update regarding next year’s schedule for your planning:

The NFHS has developed materials to assist with the instructional process of teaching the proper method of volleyball scoring, including the libero serving. Instructions for scoring, a sample scored game, instructions which specifically address the libero serving and how to record on the scoresheet and tracking sheet have been prepared and are now available on the NFHS web site. The sample of the new lineup and roster are posted as well to provide an example of the application of the new rule.

To access this material, please go to www.nfhs.org <http://www.nfhs.org/>  and on the home page select the sport tab followed by the selection of volleyball.  Once on the volleyball site select “Instructions for Scoring, Libero Tracking, Sample Scored Game and New Lineup Sheet” and select the appropriate PDF for the training material.

The following action items were approved by the NCHSAA Board of Directors.  These items came out of the Review/Officiating Committee.  There were many other action items, but I am sending you the ones dealing only with officiating: 

  • Carol Cutler was approved as the Pitt County Volleyball Booking Agent.
  • Robert “Bobby” Pennington was approved as the Northeast Basketball Booking Agent.
  • Length of Scrimmages
    • Officials are assigned scrimmages and are to work no longer than two (2) hours
    • If a Jamboree or multi-team scrimmage is scheduled, make officiating assignments based on these 2-hour increments.
    • This does not limit the time of a scrimmage to 2 hours
    • If a Jamboree is scheduled for most of the day, i.e., 10 AM – 8 PM and you cannot fully assign officials to meet those needs, coordinate that in advance with the Coach/AD so they can make adjustments or appropriate plans
  • Booking Association Fee
    • Booking Agents can charge a maximum Association fee no greater than game fee
    • Football             $70
    • Volleyball          $67.50
    • Soccer              $50
    • Basketball         $80
    • Wrestling          $55
    • Baseball            $60
    • Softball             $57
  • The gray shirt is approved for Basketball.  It is also passed nationally for Wrestling.
    • Mandatory in 2007-08 for all Sectional, Regional, and State Championship games.
    • Mandatory in 2008-09 for all games.
    • Approved for use in 2007-08 regular season games if entire crew uses gray shirt.
    • Contact Honigs for orders…they are giving discounts for all orders this year
  • State Playoffs—all sports
    • First two (2) rounds of State Playoffs no longer are assigned with neutral crews.
    • Higher seeded team will use the local association they book with
    • Percentage plan in Football and Basketball for remaining rounds will stay the same.
    • All other sports will use booking system already in place (AD’s secure neutral crew unless both teams agree to use local association) after the first 2 rounds.
  • Booking Agent Evaluations
    • Evaluations have been completed for Softball, Baseball, Volleyball, and Wrestling.
    • I will be sending those out for your review.

2007 Middle School Volleyball Rules

Don't forget........Middle School Matches Are Just As Important As Varsity/JV Matches!

Wilson/Nash/Edgecombe Counties:

     1. Play tri-matches (3 schools)

     2. Play best 2 of 3 games

     3. Third and deciding game: 15 points

     4. Pay will be $65.00 (because of ttr-matches)

     5. One official   

Five E.N.C.A.O.A. Rules For All Sports:

1. Be on time!                        This means 30 minutes early for volleyball matches!

2. Dress Properly!                No shorts and DDS approved shirt!  Look the part, be the part!

3. Have a great attitude!      Forget any work or home problems! Have a good time!

4. Hustle!                               Give 100%! You are getting paid to do a good job!

5. Know the rules!                Attend clinics, attend scrimmages, and read your rule book!
