Rules on Selecting Select Coaches and Players

The W.C.Y.A.A. has established the following criteria for selecting Select/All-Star Team coaches and players. The criteria is as follows:
The W.C.Y.A.A. will advertise notices in the Wilson Daily Times and on the W.C.Y.A.A. web page. He will send out letters to the W.C.Y.A.A. Booster Club Presidents notifying them of dates and times of each tryout.
Each community will have one vote in the selection process for the coaches and players. The coaches that vote will be selected by the individual communities. If the W.C.Y.A.A. have two all-star teams in a particular age division, then there will be three votes for each division. An example of this situation would East Division versus West Division….New Hope, Saratoga, and Elm City would vote for the East Division and Rock Ridge, Lucama, and Rock Ridge would vote for the West Division.
Voters cannot have any connection to the players trying out for the Select Teams. Examples would be voters being related to a player trying out or the voters being a coach in the particular division. Communities are to announce their voters to the Athletic Director at least four days before the tryout.
Each voting coach must attend each tryout or the community will lose their vote. There will be no replacement voting coaches. The only exception would be if the voter has a death is his/her immediate family. The community would then choose an alternate voter.
The Athletic Director will oversee the selection process.
Each player must attend a minimum of two of the three-tryout sessions. If a player does not attend the minimum number of tryouts, then he/she cannot be placed on the voting list. There will be no exceptions. Dates and times will not be changed to allow and player an advantage to attend a tryout.
The head coach must have one year of head coaching experience in that particular sport or he/she must go before the W.C.Y.A.A. board to be approved.
The approved head coach may select one assistant coach from his/her community but the third assistant coach must come from another community. There are no exceptions to this rule. Only a manager and two coaches will be allowed inside the dug out areas during select and Babe Ruth Leagues, Inc. all-star tournament games.
Select team managers/teams are required to have tournament consent forms for each player and five team pictures (5X7) to the Athletic Director no later than June 1st of the tournament year. Players not getting their consent forms in on time will be taken off the team. Players not in the team picture cannot participate in the Babe Ruth Tournament trail and will be taken off the tournament team roster immediately.
Players quitting W.C.Y.A.A. Select teams will not be able to tryout for the following year’s select teams. This starts with the 2005 tryouts for the 2006 season. The only exception would be if a player has been injured.
Players trying out for W.C.Y.A.A. select teams (at any level
and including World Series) must have played the spring season before trying
out for the select team. This rule takes effect with the 2006 tryouts for the
2007 tournament trail. Example: Player
trying out for the 2007 12U Softball Select team, player must have played in
90% of his/her 2006 team’s regular season and end of season W.C.Y.A.A.
Tournament games plus plan to do the same for the 2007 team. There are no
exceptions to this rule.
Select players must play in all regular season games unless they have a doctor’s note. If player misses a W.C.Y.A.A. regular season game, then he/she will not be allowed to play in his/her select team’s next game or games. If the select team has a doubleheader on a Saturday or Sunday, then the player must miss both games. If a player is caught playing after missing a regular season game (without a doctor’s note), he/she will be dismissed from the select immediately.
Select teams are not allowed to practice on the same night/times as regular season teams are to practice. Regular season activities must be first and foremost.
Adding players to the Select/all-star team: All coaches in the particular age group must be notified and a majority must approve any changes that the head coaches make to the roster. The W.C.Y.A.A. Athletic Director must be notified of any changes. No further tryouts are required.
Cost of umpires/baseballs/softballs/uniforms/equipment: These items must be paid for by the individual select/all-star teams. No W.C.Y.A.A. monies may be used.
Each all-star/select team must have a treasurer in place before the W.C.Y.A.A. allows the select team to use its federal tax ID number. Also, the select team treasurer must do a monthly financial statement and send a copy to each select team parent.
The W.C.Y.A.A. Athletic Director will book the umpires for the select/all-star teams thru the W.C.Y.A.A. umpire’s association.
The dates and times of the select/all-star tryouts will be set by the W.C.Y.A.A. Athletic Director. Any dates cancelled due to weather will be re-scheduled by the Athletic Director.
All players making the W.C.Y.A.A. all-star team must be living in Wilson County or be Babe Ruth approved exception. An example of an Babe Ruth approved exception would be if a player moves from Wilson County to another county/Babe Ruth area. That player may continue to play with Wilson County until he/she ages into another age division. The Babe Ruth age divisions are as follows for baseball: 5-12, 13-15, and 16-18. For softball, the age divisions are 12U, 16U, and 18U. There are no exceptions to this rule.
If a player is caught playing illegally on a Wilson County Select Team, he/she will immediately taken off the team and reported to Babe Ruth Leagues, Inc. The W.C.Y.A.A. program could get into serious trouble with Babe Ruth Leagues, Inc. if a player were found to be playing illegally in all-star competition.
